Day 2: The Transaction Value Method (Method 1)

  • Understanding Method 1 as the primary basis for valuation.
  • Conditions for accepting the transaction value.
  • Components of dutiable value: price actually paid or payable.
  • Common adjustments — commissions, assists, royalties, and freight.
  • Case study: calculating customs value using the transaction value method.

Day 3: Secondary Valuation Methods (Methods 2–6)

  • Method 2: Transaction value of identical goods.
  • Method 3: Transaction value of similar goods.
  • Method 4: Deductive value method — resale price approach.
  • Method 5: Computed value method — cost of production approach.
  • Method 6: Fall-back method — flexibility and customs discretion.
  • Workshop: applying secondary methods through practical case exercises.

Day 4: Practical Applications, Documentation, and Risk Management

  • Supporting documentation for customs valuation.
  • Transfer pricing, related-party transactions, and special valuation challenges.
  • Customs valuation audits and post-clearance reviews.
  • Common valuation errors and how to avoid them.
  • Simulation: preparing a customs valuation report for an import declaration.

Day 5: Dispute Resolution and Strategic Compliance

  • Managing valuation disputes and appeals effectively.
  • Role of Advance Valuation Rulings (AVR) and pre-clearance consultation.
  • Developing internal controls and compliance monitoring systems.
  • Future trends: digitalization, AI, and data analytics in customs valuation.
